This learning module discusses whistleblowing in the workplace.

Whistleblowing in the workplace refers to the act of reporting misconduct or abuse of power for personal gain, to an appropriate authority.
Misconduct and abuse of power can take many forms, such as bribery, fraud, embezzlement, nepotism, illegal activities, unethical behaviours, fraud, waste, abuse, safety violations, or other forms of misconduct.
Whistleblowers provide direct evidence of wrongdoing that would otherwise go undetected. In exposing such behaviour, whistleblowers can help to strengthen anti-corruption laws and regulations, deter future wrongdoing, and increase public trust in government and corporate officials.
To encourage individuals to report misconduct without fear of retribution, and give them assurance of protection, it is important to provide confidential and secure channels for whistleblowers to report misconduct, as well as adequate protection and incentives. Many countries have laws and regulations in place.

ZW does not have specific whistleblower protection laws. Instead, the country relies on provisions within other legislation, including the Constitution, the Prevention of Corruption Act, and the Criminal Procedure and Evidence Act.

The country established the ZW Anti-Corruption Commission (ZACC) in 2009 to combat corruption and ZACC has been highly visible in fighting corruption and has prosecuted a few high-level corruption cases.
The long term solution to protecting whistleblowers lies in the legislation of laws to protect whistleblowers. The ZW cabinet approved the long-awaited Whistleblower Protection bill in 2020, and the bill is currently in the drafting stage. Once passed, the bill will provide additional protection for whistleblowers.

  2. Policies and Procedures: Employers should have clear policies and procedures in place that outline how employees can report concerns, protect whistleblowers from retaliation, and investigate and resolve allegations of misconduct.
  3. Confidentiality and Anonymity: Whistleblowers may be concerned about retaliation or negative consequences for reporting misconduct, and employers should take steps to ensure their confidentiality and anonymity, to the extent possible.
  4. Training and Education: Employers should provide training and education to employees on whistleblowing policies and procedures, and on the importance of reporting misconduct in a timely and appropriate manner.
  5. Investigations and Follow-up: Employers should take all reports of misconduct seriously and investigate them in a timely and thorough manner, and provide follow-up to the whistleblower to the extent possible.
  6. Legal Protections: Whistleblowers are protected by a number of laws and regulations, and employers should ensure that they are in compliance with these regulations and provide the necessary legal protections to employees who report misconduct.
